The Packaging R&D Center (PRDC) was established by the Department of Science and Technology (DOST)under the Industrial Technology Development Institute (ITDI) on September 24, 1999 to address the packaging issues expressed by the industry. Its vision is for the PRDC to be internationally recognized, and to make local industries and Philippine products globally competitive through world class, innovative and sustainable packaging technology. The mission is focused on providing packaging assistance to small entrepreneurs. The PRDC provides total packaging solution to its customers in the areas of packaging research, testing, design, training/seminar, short run printing, and consultancy. Currently, the PRDC is 100% funded by the government. The income generated from the packaging services is reverted to the national treasury.

The PRDC provides services to the packaging industry, food sector, furniture/house decor industry, and personal care products.
